Tozai, Inc. is a company founded in 1996 by Sheila Boughten and Scott Tsumura. Tozai, a Japanese word meaning "East and West" or "the whole world", was formed to promote and expand IP licensing opportunities between developers and publishers throughout the world. Tozai, Inc. develops and publishes games under the brand of Tozai Games.
