The developers for the Skylanders Toys RO Design (a subdiary of Activision, it seems) and Creata US, Inc. are listed in the credits, should they be added on the game's rap-sheet, or skipped as they worked on external hardware and not the games themselves?

Skip. If anything, I'd liken them to creative services, not hardware design.
