I think that the general genre you'd want to have your eyes on is "audiogames", though even most of those aren't as restrictive as your criteria. I know there are lots of blind gamers who dictate to text adventure games, read out loud to them in response.

I think Star Trek: Bridge Commander had a speech recognition mode, but it was entirely optional.

To my knowledge Virtual Corporation can be played completely with the microphone and speech input. But it sucks pretty bad.

The first thing that came to mind were the voice command mods in the newer Silent Hunter games, looking a bit around lead me to this little program, haven't tried it out myself, but I suppose you could play around with it, see what games work with it.

Tom Clancy's H.A.W.X uses voice commands extensively to issue commands to your troops.

You probably mean EndWar, as I don't think you command troops in H.A.W.X. But that one has voice recognition, too.

An early example: Echelon. Rather primitive, obviously. Sound detection doubles as the fire button, so the idea was saying "Fire!", "Lasers away!", etc. But there's no voice recognition as such, you can shout anything you want into the microphone.
