GAMEPLAY
Gameplay consists of 2 major sections:

[1] Political Map
Here you plot out your troops and resources. The unique Top-Down perspective political map here is exactly what you'd expect inside a generals camp: A political map of the land and figurines symbolizing your units and generals. You can also plot on the political map with the use of emissaries and ninjas. Emissaries use the diplomatic route while ninja's can be used to either assassinate or spread specific mischief.

[2] 3D Warfare!
Shogun: Total War introduced a revolutionary setting of mass 3D combat from a 3rd person perspective. The time-style is semi real-time, meaning you can pause the game while commanding your troops, thus allows you time to plan your moves unlike many other real-time war games.

War strategies uses the basic elements of real-life warfare: Unit formation, Unit specialties: Melee, Ranged, Shock troops, Geographical advantages and most importantly Unit morale. In battle, the purpose is not to entirely decimate the troops, but to force the enemy to retreat or flee from the battlefield.

This is done by (a) Killing the enemy general or (b) Killing a lot of enemy soldiers. Accomplishing the above "may" call for a retreat. Experienced soldiers may require further "intimidation" to do so.
