The Complete Universal Military Simulator is a compilation which brings together UMS: The Universal Military Simulator along with its sequel UMS II: Nations at War and the editor UMS II Planet Editor. The games come packaged in a special black box-sleeve with a pull-out binder containing the manuals as well as the game and scenario disks.

In addition to the scenarios originally released with UMS II, included in this package are new scenarios for UMS II: Operation Desert Storm and the American Civil War.

Development and release

When first released individually UMS I and UMS II were published by Firebird/Rainbird/TelecomSoft and Microplay/Microprose respectively. Intergalactic Development Incorporated (IDI) lead by D. Ezra Sidran, developed the game and all accompanying scenarios.

However for The Complete Universal Military Simulator, IDI was solely responsible for its publishing. A rarity for a game developed during this era.
