It's not impossible, Sierra had its early-stage arcade phase with Jawbreaker, official Frogger conversions, and some cartridge business for early consoles. That said, I can't corroborate any relationship to this particular title.

For what it's worth, the game uses the same options menu style as the PC versions of Frogger II: ThreeeDeep! and Congo Bongo. So whoever ported these two (which isn't clear either) probably did Tapper as well.
Sierra was one of the few companies early on whose games exploited the 16-color composite trick on the PC (to good effect anyway), so the visual style of this game kind of makes them a candidate.
Wikipedia's article for Tapper makes the (naturally, unsourced and dubious) claim that the PC version was done by some guy whose area of expertise is pen and paper RPGs... make of that what you will.

Publisher should be Sega, like the other US releases according to this
