I remember the advertisements for this game and the C64 version has the DOS instructions in the user manual. Did a Dos version get released (should it be added to the releases on this page)?

There was a review in CVG magazine which specifically mentioned the PC version:

If you read the last part of the article it seems that only the Amiga version was tested and the other versions may not have been released at the time of the review.

There was also a review in The One magazine:

The Atari ST and Amiga versions were tested but no score was given for the PC version because it wasn't available at that point.

The conversion was handled by Emerald Software and my guess would be that because they were porting the game to so many different platforms it's possible that they didn't have the time or resources to get all of the versions "out of the door". Sometimes cross-platform games include credits for the other platforms so it might be possible to find out which of their developers worked on the PC conversion by looking at one of the games from the other platforms.

http://www.oldgamesfinder.com cannot find a version of The Deep, so i would say it wasn't released.

Oldgamesfinder is very good but I have noticed it does not find a lot of released old dos games. For example, Dynasty War (DOS) by Capcom released in 1990.
