Bart Besseling of Quarium said: "Quarium developed all technical parts of the game from content produced by MPCA. Our 360 VR technology works just like Quicktime VR in that it lets you pan around a 3D point of view and select objects in that view."

Cyberdreams made a deal with Orion Interactive to market and distribute their upcoming titles, including Blue Heat, and announced it as an upcoming game on their website. However, Cyberdreams went out of business before it was published. David Mullich of Cyberdreams confirmed in an interview that "there was very little involvement with Blue Heat."

According to co-producer Richard D. Titus, the photo technology used in Blue Heat was sold to Apple in 1994 for more money than the game ever made.

Orion Interactive, the company who published this game in 1997, was originally part of Orion Pictures. Orion Pictures was acquired by MGM the same year.

Others who describe Blue Heat state that it was developed by Cyberdreams, but no confirmation has been found to support it.
