The Watcher is the second installment in the episodic Casebook detective series. The plot unfolds about the death of an psychotic young man which seems to be a suicide. But the evidence tells a different story...

The main gameplay aspect is the searching of crime scenes and the photographing of clues. These photographs are evaluated in the mobile crime bus. Most of these evaluations are carried out with mini games. The game adds a new help feature which guides the player to the next important piece of evidence when stuck.

All protagonists and the crime scenes are filmed in full motion video. In comparison to the first case there are more film sequences, e.g. witness interrogations, during the course of the game. Furthermore the quantity of photographable items is strongly reduced. Other gameplay elements remain largely the same.
