The cover art is taken from the NES version of Mega Man 3, however the robot depicted (Spark Man) fighting Mega Man is not present in this game.

Just to prove how unoriginal the bosses in this game are, here's where they were ripped off from. All you have to do is compare the stage select portraits of these Robot Masters with those of the following games:

Blade Man (bad ripoff of Metal Man from Mega Man 2), Bit Man (rips off of Hard Man from Mega Man 3), Wave Man (looks like a bad Air Man from MM2 AND rips the name off of Wave Man from Mega Man 5!), and Oil Man (looks like a red Flash Man from MM2).
