Scenario Software developed this game, but on the title screen they misspelled their company name as Scenerio Software (see the screen shots). Scenario also developerd Dark Ages which correctly identifies their company name.

This game isn't being sold by Apogee anymore, neither it became freeware. So it's not possible to get this game from anywhere, except from some abandonware sites.
