To get a hold of Phelonese goods without promising them an arm and a leg, get a hold of Arden Brii Cheese. The Arden are usually willing to part with it for a reasonable price, while the Phelonese will practically sell their souls for it. A cargo-hold full of Brii Cheese will get you all the Phelonese goods your heart (and the other races) could desire.
A warning, too. The Phelonese will admit to liking Sado Spice, and the Chanticleer will say that the Phelonese give a good price for it, but they don't really. Brii Cheese trades far better.
