Penguin-Kun Wars

The arcade version was put out by UPL, but that company is mentioned nowhere in the ports published by ASCII. Does this mean that the original is by UPL, ASCII or some other, unknown party?

I'm thinking the original is by UPL; do the ports really not mention UPL anywhere? (even in the small print somewhere hidden on the box or in the manual? That it's not mentioned in the game itself doesn't seem too worrisome)

Unfortunately, I don't have any boxes for this game. And UPL doesn't seem to be mentioned in credits either. OTOH, ASCII isn't mentioned in the arcade game, which is full of UPL logos.
