Take a total of 100 people to their destinations with a taxi (it doesn't have to all be done in a row) and the Borgnine Taxi (a red/brown taxi with bloody spikes on the bumpers) will appear at the Borgnine Taxi shop, just to the east of the Head Radio building in the north of Portland.
