After you have payed to enter a street race, get a rocket launcher (there is one in the pool at the Hooker Motel, or buy one from Phil Cassidy) and stand further down the road to where the other racers are waiting. Fire a rocket at them and when the remaining ones try to start, fire another rocket at them. Now get a car and do the race as slow as you like. You will win.
