Almost each city and certain area's have these switches. When used turn either red or green. I still don't know what they're for?

For opening doors? Post a picture, maybe I will remember.

They turn on the lights if you attack during nighttime, but only work for the enemy soldiers, I believe.

Nope not that switch. I know which switches are for night lights.

These switches usually come in pairs (side-by-side). So there are usually 2 switches, and they have a light on them. Red or Green. Omerta (the starting city) has then turned on Red. Other cities and places have them on green. I really don'l know what they're for, or whether I should turn them to red or green.
