DevelopmentAlthough the name suggests this is a sequel to the famous Railroad Tycoon from MicroProse, it is technically not a sequel. PopTop developed the game completely independent of the old game, and changed the title to Railroad Tycoon 2 when they obtained the rights to the name from MicroProse.
Phil Steinmeyer says that the train graphics were created by "photographing relatively cheap model trains rather than hiring a horde of artists to create them in a program like 3D Studio Max".
