Gamer's Pulse
Overall, Cutthroats is highly playable, and its setup friendly enough that you can just install and start playing. Just a casual look at the instructions while installing, and you’ll be set for hours of ship-haggling, and nation-terrorizing. While the addition of a multiplayer component would increase its gameplay tenfold, even without it Cutthroats is a solid and enjoyable game, though the technical problems do need to be looked at right away.
Just Adventure
Despite some problems, this is an excellent pirate game. While not everything is great, it all comes together to form an extremely fun and involving adventure on the high seas. Even though there's not much competition, Cutthroats simulates pirating as well or better than anything else.
Power Unlimited
Game Revolution
The game as a whole is a complex one. But the designers did a very good job of integrating the complexity seamlessly and fairly invisibly. You do have to micro-manage your ships and cargo, and the interface to do so could use a bit of streamlining. But other than that, Cutthroats offers a rewarding take on buccaneering. Enough of this. Words are for lily-livered landlubbers. Pirates speak through actions, and the high seas are calling the salt in my blood. Arrrrh!
PC Zone
Despite these faults, Cutthroats is not a complete failure and is fairly well presented (albeit in a not entirely convincing, old-skool 'Amiga' kind of way), with good music and decent atmosphere. Big-time pirate fanatics and budding historians cum real-time strategy nuts may find something of worth here, but your average PC gamer will undoubtedly lack the patience to get their money's worth out of Cutthroats.

When it comes right down to it, I was very excited about this game when I previewed it last month. There was some hope in my mind that the bugs would be ironed out. It turns out that the bugs are really just poorly implemented features. The idea behind the game is great, after all, Sid made a few bucks off of it, but the way it comes off in Cutthroats isn't very convincing. I love the added features, mostly in terms of ship combat, but the game fails to generate any sense of excitement. I'm glad to see that this genre is showing a slight resurgence, and Cutthroats is genuinely fun for the first few hours. After a while, playing it was unrewarding.

Gold
If you're into micromanagement and can stand simplified combat and poor graphics, Cutthroats should provide you with enough to keep you happy for a while. But if you're looking for a game that re-creates the drama and violence of 17th-century pirating, you won't find it here.

How’s this for a great idea? Take a tiny sloop out on the ocean blue of the early 17th Century, create a pirate empire, and launch a Caribbean crime spree with cannon and cutlass, taking the occasional break to bury treasure chests on windswept beaches... All of these elements went into the design of CUTTHROATS: TERROR ON THE HIGH SEAS; unfortunately, the people responsible for the decidedly mediocre GANGSTERS haven’t improved much on the game design. Mayhem on the high seas has never been so dull.

There are times in this game, such as when the interface can be overcome, where Cutthroats is an engaging experience. Unfortunately, these moments are few and brief. This is not a title with which you can sit down and immediately prosper. At first glance, it looks like this learning curve could be overcome and that enough time spent mastering the interface would reveal a fun pirates game. Well, upon further playing, you discover exactly the opposite: the more you play it the more you actually dreaded returning to it. After spending a few weeks in the world of Cutthroats, you might exceedingly anxious to pick up your cutlass and go swashbuckling...using your old copy of Pirates! Gold.
A game that aspires to greatness but shoots itself in the foot (in the pegleg?) with lots of loading screens and tedious segments that don't add to the experience. An exercise in frustration rather than privateering.
