    In SimCity 4 baut der Spieler nicht einfach nur seine eigene Stadt, sondern haucht ihr auch Leben ein. Mit unglaublichen Kräften erhebt er Berge, formt Flussbetten und legt Wälder an, um den Grundstock für sein Werk zu schaffen. Dann konstruiert er die realistischste Metropole, die man sich vorstellen kann.

    Durch das geschäftige Treiben der Arbeiter, das man dank der neuen 3D-Engine im Detail verfolgen kann, durch das Verkehrschaos zu Hauptverkehrszeiten sowie die weiteren Aktivitäten der Sims erwacht die Stadt zum Leben. Der Spieler baut riesige Villen an Berghängen, Brücken über Schluchten und hochmoderne Wolkenkratzer im Stadtzentrum.

    Die Auswirkungen seines Werkes machen sich zwar äußerst schnell bemerkbar, sind aber nicht vollkommen vorhersehbar. Der Spieler muss einen ausbrechenden Vulkan bändigen, um die Stadt zu retten, darf sich aber nicht wundern, wenn plötzlich an einer anderen Stelle Lava strömt.

    Wenn unter den Bürgern Panik ausbricht, baut er Sperrungen auf, setzt Polizei ein oder schickt den Bürgermeister vor, um den Mob zu beruhigen. Die Frage ist nur: Werden diese Aktionen die Menge besänftigen oder noch zum Chaos beitragen? Kommt es zu Streiks und Straßenschlachten, oder wird dem Bürgermeister zu Ehren eine Parade stattfinden? Auf jede Entscheidung des Spielers reagieren die Stadt und die Sims auf die eine oder andere Weise. In SimCity 4 pulsiert das Leben - das Leben, das der Spieler der Stadt verleiht.
