Star General had two separate combat scales. There's a strategic mode in space. Once you've won and gotten troop transports into orbit around the planet, you then land the troops and conduct a second battle on the ground.

Star General licensed "The Fleet" sci-fi anthology series background from David Drake and company. It's supposed to coincide with the re-release of the book series.
