On September 28, 2002, State of Emergency (PS2) was put on the infamous German index by the BPjS. The Xbox version followed June 30, 2005.

During the intro movie, a character is attacked by a ATO officer outside of a TV shop. The character is wearing a blue and white horizontally stripped shirt. Originally the shirt was green and white, it therefore had a striking similarity to the football strip of Celtic Football club based in Glasgow, Scotland.
The team that produced the game were based in Dunfermline, Scotland, and I believe that the intro movie was created by Axis Animation (Part of the VIS Group) who are based in Glasgow. Something tells me that there was some Football rivalry going on :)
According to the developer, Vis, who is based in Scotland, the riots in the game came around as a result of watching various soccer riots in Scotland. While the locales are obviously different, the same behavior model is there.
