Formed by former Seibu Kaihatsu staff, Moss has taken over development of the Raiden series from their earlier employer, while also developing games for arcade or mobile phones. They do not hold the Raiden IP, but license it from Seibu.

The company was established by Toshinobu Komazawa (formerly at Seibu Kaihatsu) who is currently CEO of the company. He set up the studio mainly to keep the series and the Japanese Raiden-like shooter genre alive when the fame of Seibu Kaihatsu as an arcade developer started to decline.
