Vector is one of Japan's oldest continually-operating freeware and shareware distribution sites. Founded as Vector Design Co., Ltd. in 1989, it began distributing software on CD-ROM in 1994 and began distributing shareware on the internet in December 1995 under the name "THE COMMON for SOFTWARE". In October, 1996, the site's name changed to "Vector Software PACK" and then again to its modern name in October, 1998. In addition to distributing freeware and general shareware, Vector also began offering their own shareware registration services in March, 1998. In July, 1999 they expanded by offering full software sales.

Vector published their first game, the MMORPG ArsMagna, in 2007. They expanded into publishing browser and mobile games in 2009. Today, Vector continues to sell computer software in addition to mobile and browser games. It also continues to distribute freeware and shareware software.
