Ed Rains is one of the main designers of the historical V for Victory Series. He founded Atomic Games with Keith Zabalaoui and Larry Merkel in 1989. Before starting Atomic, he had already worked on many unpublished game designs in the seventies, often together with Eric Young.

He left Atomic Games before they made the first Close Combat, and started working on the unfinished European Theater of Operations: Normandy, where he did the design, Larry Merkel the graphics and AI, and Major I.L. Holdridge the coding.

He also worked a WWII armor game called Panzers East: Tactical Warfare on the Russian Front 1941-1945 for Arsenal Publishing. It was meant to be released in 1996, but also never finished.

Ed Rains is co-author of Arsenal's Utah Beach Battlebook, and V for Victory: The Official Battleplan for Normandy (Prima Pub, 1993).
