Does anybody know why that photographer appears in the Thunder Plains after they rest at Rin's Travel Agency?

Don't remember him. Can you always find him there or only the first time you rest there? I don't think there's anything important about him though since I've found most of the things the game has and that photographer wasn't involved in any of the sidequests.

You can only see him once. It was after they finished resting at the agency, he ran up to them, snapped a photo and ran away.

I've played it 5 or 6 times but I don't remember that. Does he say anything? I may have a save near the Thunder Plains the first time you visit but I'll have to check it. If you can't wait check these walkthroughs. If it's something important it's most likely to be mentioned there.
