I'm not able to contribute PEGI rating for "Arthur's Quest: Battle for the Kingdom" because on the contribution screen the combo box for PEGI is missing.

That's because PEGI didn't come out until 2003. So, based on a game's release info determines which ratings should show-up.
Where are you getting the rating info from? The PEGI website? From a game box?

From PEGI website ( www.pegi.info ). Search for "Arthurs Quest". Maybe they rated a re-release.
