If you add a new set to pending/WIP credits, you won't overwrite them (in fact you can't even use the same group names which is why I noticed the pending set). If both submissions would be accepted, both submission contents would be shown on the credits page alongside each other (when two sets are pending in parallel the results tend to be weird, but that's another topic).

However, if a credits set is already approved, another user can manually remove single database entries during a new submission.
