If there is anything that really dings Shadow Wars, it would be its complete lack of online multiplayer. Instead there's a "Hotseat" mode that allows you to play against your friends by passing the same Nintendo 3DS system around. It's something, but hardly anything that really takes advantage of the hardware. Speaking of, the 3D effect is subtle and works well considering there isn't a lot of fast moving objects on the screen. It's cool, but I kept the 3D effect turned off most of the time since it drains the system battery that much faster. This is quite a departure from the last time I fired up a Ghost Recon game to be sure. Still, this is a quality offering for those who are looking for something a little different early on in their 3DS's life. There is more than enough here to please fans of turn-based strategy games and comes highly recommended as a launch title for the 3DS.

It's sad this game was slept on at launch because it's easily the strongest 3DS game I've encountered thus far. Sticking to a turn-based formula, Shadow Wars actually appeals to the 3DS audience in a better way than a traditional FPS would. The way the game builds upon basic strategy elements to make for a deeper, more engaging system is what really makes this so addicting. The game also goes beyond the call of duty by including loads of content to sustain the experience for hours upon hours. If you're looking for a quality single-player experience that will last more than a week, this will do more than meet expectations. This is one of the few 3DS games out right now where I can honestly say that the money you spend on this is well worth it.

Game Informer Magazine (Mar 26, 2011)
Ghost Recon: Shadow Wars is as satisfying of a tactical strategy game as Disgaea,Tactics Ogre, or Front Mission. The franchise may seem like an odd fit for the genre, but this is a wonderful implementation that evokes the spirit of the Ghost Recon franchise while presenting a delightful strategic challenge. It lacks an engaging story and the multi-tiered progression systems of those other games, but those flaws are easy to overlook.
3D Juegos (Apr 01, 2011)
Vandal Online (May 05, 2011)

There will be fans of the franchise that will be turned off by this turn based style of game as it not what they have become accustomed to in the Ghost Recon series of games. This would be unfortunate as Ghost Recon Shadow Wars for the 3DS is one of the better Nintendo 3DS games available at launch. Visually, it is superb and the gameplay is addictive and highly enjoyable. Fans of turn based games and who have already grabbed themselves a 3DS will undoubtedly want to pick this one up.
Shadow Wars is an engaging turn-based strategy game whose thorough tutorial and three levels of difficulty make it accessible to newcomers as well as veterans. A meaty campaign mode offers a diverse set of well-designed scenarios, from building infiltrations to all-out assaults. There's also a multiplayer mode where two friends can play opposing sides by passing the 3DS back and forth. Graphics are only so-so, and the 3D effects are not impressive, but if you're looking for a solid portable strategy game rather than something to show off the 3DS's graphical effects, then Shadow Wars is an outstanding choice for teens and older.
AusGamers (Apr 13, 2011)
Tom Clancy’s Ghost Recon: Shadow Wars is a top release for the 3DS providing an addictive, not-too-shallow bite of strategic game play for fans of fifteen minute sessions. It could have easily been a DSi game sans 3D, but that 3D screen certainly looks a treat during the action.
Game Freaks 365 (Apr 13, 2011)
While hardcore fans of the series will undoubtedly be confused or even dismayed to find out that Ghost Recon: Shadow Wars is not a shooter at all, I am pleased to say that it is one of the best games on the Nintendo 3DS to date. Ghost Recon: Shadow Wars is a solid turn-based strategy game that will keep you occupied for many hours. It’s definitely well worth the price of admission.
Gamereactor (Sweden) (Mar 25, 2011)

All the same, a good game is a good game. If you've bought your 3DS to show off its new-fangled gadgetry, you might do better to pick up one of the other launch titles. But if, heaven forefend, you might actually want to actually play something fun, or something that requires a bit of thought, look no further. For all its lack of 3D showboating, Shadow Wars offers genuine depth.
GameSpot (Mar 27, 2011)
Fortunately, Shadow Wars is not lacking in content, and there's enough here to keep you busy for a long time. Skirmishing against the enemy AI is challenging and rewarding, regardless of which mode you're playing. Learning the ins and outs of combat is very satisfying, and the great difficulty spectrum means even those who are unfamiliar with this type of game can get the hang of it. With rich environments, gratifying tactical depth, and engrossing action, Shadow Wars is not only a great value, but a whole lot of addictive fun to boot.
Gamegravy (Jul 08, 2011)
Fans of the series that are looking for a similar experience to the console versions should look somewhere else. This game is really only for those who enjoy turn-based strategies. The multiplayer modes are a joke and really should have used some of the systems online or download play abilities. While the game is good, the missions and the campaign as a whole get very repetitive and last far too long for gamers to have a pleasurable experience. If you need a turn-based fix there isn’t any other options available at launch for the 3DS, but if you can hold off for a while, I’m going to guess that Nintendo’s Fire Emblem or Advance Wars series will be well worth the wait.

Pocket Gamer UK (Mar 30, 2011)
Shadow Wars is a turn-based strategy that's easy on newcomers but with enough depth for veterans of the genre to enjoy as well.
GameFocus (Mar 27, 2011)
I won’t lie. If Tom Clancy’s Ghost Recon: Shadow Wars was simply known as Shadow Wars, I highly doubt someone would pick it up. Still, the offering is quite giving, deep and challenging enough to keep strategy gamers busy for a while. Just make sure to overlook the “jock approach” as well as the lack of a true multiplayer mode and you’ll be fine. Certainly Ubisoft’s best game out of its 3DS launch line-up.
70 (UK) (Mar 24, 2011)
Shadow Wars makes for a relatively meaty handheld offering, then, but it's one that's slightly lacking in personality. Despite its tactical flourishes, the single-player runs out of most of its fresh ideas too early in the campaign, while the license, with its stoic US heroes and canny Russian baddies, means the developers (and this is hardly their fault) don't have too much leeway to add the kind of character, atmosphere or flair you could expect from an X-Com or an Advance Wars. Despite that, Ghost Recon is undoubtedly a chunky, enjoyable addition to the 3DS line-up, and a slick if unspectacular strategy blast.
Edge (Mar 24, 2011)
Though there’s no strategic metagame of UFO’s world-saving grandeur, the variety of the missions bounce you between open spaces and underground bases, constantly foisting new challenges on the player. There are wave survival and capture-the-hill style sub-missions, in which you must seize command points to call in airstrikes and stop enemies reinforcing. None of which is a conclusive argument for a return to the genre’s roots – particularly not for those with access to the ostensibly similar, extremely cheap games which popularised it – but this is an enthralling title on its own terms, and, given the bombastic direction of its Clancy-game brethren, probably the closest fans will get to true tactics for some time.
IGN (Mar 26, 2011)
Despite the disappointing multiplayer options, the clichéd characters, and the sometimes repetitious nature of the campaign, the strategy gameplay of Shadow Wars is fun enough to make it a worthy recommendation for any turn-based enthusiast. Hell, it’s good enough to recommend to anyone looking for a entertaining launch game to pick up with their 3DS. Just don’t let the name fool you.
60 (Mar 30, 2011)
Digital Spy (Mar 25, 2011)
Tom Clancy's Ghost Recon: Shadow Wars is a deep and demanding game, offering an extensive and challenging single-player experience. Unfortunately, no amount of sleek presentation and slick 3D visuals can mask a rather predictable plot and one-dimensional cast of characters. Ultimately, however, the dated narrative doesn't impact too heavily on the action, which remains consistent throughout. In addition to the highly enjoyable campaign, a number of bonus missions and higher difficulties add life beyond the single-player mode, but the lack of online functionality and the rather awkward single console multiplayer, stops the game from reaching its full potential. However, such criticisms shouldn't discourage wannabe military commanders from purchasing a game choc-full of miniature missions and heavy-duty weaponry.
RPGamer (2011)
While it might not be the most pleasant-looking game or have a ton of depth, Tom Clancy's Ghost Recon: Shadow Wars is still enjoyable and at its best when played in small doses. It throws in a few new features that similar games like Fire Emblem would do well to take note of, but in the end is mostly a good filler game. Of the 3DS launch titles, this is easily one of the strongest, but even at that, it is lacking in content. If you own a 3DS and are just dying to buy a game for it, Shadow Wars is not bad at all. It lays a good foundation to be built upon, but is far from cutting edge in any aspect whatsoever.
