I see no evidence that the cover submitted for the Win3.x actually is for Win3.x? The screen shots on the back of the box (and front for that matter) have no windows around them, and instead look identical to the DOS screen shots.
It seems the only references to a win version are from sites that have scraped mobygames data.

One, you really can't base a platform existing or not on the box screenshots, especially around that era - companies just reused boxes and slapped platform specific requirement stickers on the box. Sierra was super guilty of this, using the same box for four or five platforms at the same time, just switching the sticker on the side and the UPC/EAN code!

Edit: After looking at eBay it seems they used the same dang box for all releases, but added a sticker to the bottom of the box that mentioned the platform and requirements.
