The battlefield scenes are very good. Complex, arbitrary rules will discourage novice gamers while veteran grognards will find the game risable in the extreme. If you accept the game on its own terms, it can be quite entertaining; but it is not a serious simulation by any stretch.

Altogether, Operation Europe isn’t terrible on its own, but there’s very little reason to choose it ahead of its competition. The interface is competent, but done better elsewhere, it doesn’t really make you feel like you’re in the field commanding the troops, and there’s a bit of detachment without an overarching campaign mode, not to mention that it doesn’t quite take the effort to scrub the Nazi-ness out of playing as the Axis. I’d recommend this one only if you’re a fiend for World War II games or turn-based strategy titles, but the average gamer could find something better.
Power Play (Jan, 1995)
Trotz einiger neuer Ideen, die Operation Europe aus dem fast schon unübersichtlichen Wust der Strategiespiele herausheben, gehört die Kriegerei zu den übelsten ihrer Art. Die EGA-Grafik lädt zu nostalgischen Ergüssen ein und die dümmliche Steuerung erregt allenfalls unser aller Mitleid. Das Fehlen einer Campaign, der überaus seltsame Einsatz der Luftwaffe und diverse Mängel am Spieldesign schrecken zusätzlich ab. Zu Zeiten von Panzer General wirkt Operation Europe nicht nur antiquiert, sondern sehr verstaubt.
There are so many other deficiencies – the poor soundtrack, the throwaway tactical module, the useless sub-systems – that I could go on ad nauseam. The few nice touches, such as the rules for special forces and engineers, form a minuscule part of the overall design. The final irony is the subtitle of OPERATION EUROPE - “Path to Victory.” Koei should take that path back to Asia, where they have won over many wargaming warriors, oz else hire a real design team, before the next assault the difficult shores of 20th century combat.
