Anyone know who the developer for this is? It seems a bit unlikely that Atlus developed it for another company when they as well could have published it themselves.

Wikipedia says Multimedia Intelligence Transfer Co., Ltd. and other sources too. The company worked on other games in the series as well, but I don't have an in-game source.

I checked their site but they didn't list anything later than 2003.

I'd say they were only the licensor, since their logo is nowhere to be seen on the packaging, they are only mentioned in the copyright notice in the fine print.
