Should the game belong to that group? I haven't played it, and most descriptions are rather vague.

Yes, I'd say both those descriptors are pretty accurate. You drive vehicles and the worlds are pretty open-ish. Also, there's action. Shooting bugs, to be specific.

Yes, definitely. It's in many ways a precursor to GTA3. There's a nice write-up of it here.
