I was recently seeing this game's US back cover and it was interesting to see the EuroPress logo on the back cover, and a copyright notice from them. I assumed it was only on the US version so I downloaded the ROM of both Rally Challenge 2000 and Rally '99. Sure enough, EuroPress is mentioned on both games.

Now, the reason I'm mentioning this is because it might be connected to EuroPress' Rally Championship series, especially since Imagineer published the Windows version of International Rally Championship in Japan. Maybe this one's based on that one (some of the cars on RC2000/R99 are the same as those from IRC, although the VW Golf is a newer model) or maybe off of Mobil 1 Rally Challenge. I've never played any of those so I'm not sure.
