It's not easy to still find ways to innovate in the open-world space, but Voltion has managed to stay on the pulse of the genre well enough over the past few years. Agents of Mayhem is another strong entry in the developer's fan-favorite library, and has just as many memorable characters and moments as the best Saints Row titles. There are times where it feels like a bit of a grind, but even those elements are outmatched by Agents' charm. Saving the world has never been this vulgar or felt this good, and we wouldn't have it any other way.

Agents of Mayhem may not be the best open world action game but it is full of awesome gameplay, satisfying exploration, and diverse characters that help keep the experience fresh. In the end, Volition tried something new and it definitely paid off.

Hero-swapping tactics add a unique edge to third-person combat, while humor and heart elevate Agents of Mayhem's typical world-saving fundamentals to memorable heights.

Agents of Mayhem is cheesy, rarely funny, and generally ridiculous, but I was eager to play for long periods of time. The action is frenetic and fun, with room for strategy using all the characters’ assorted abilities. Even if Seoul ends up being a bland backdrop, I enjoyed being in the world and causing explosions in at every opportunity.

IGN (Aug 15, 2017)
Agents of Mayhem does a good job paying homage to the cartoon and live-action TV heroes of the 80s and 90s, and revels in the absurd tropes and idiosyncrasies of those inspirations. A broad and goofy arsenal of unique weapons and gadgets and the ability to switch characters on the fly to access complementary abilities offers some solid combat and good mindless fun, but due to some unpolished writing and repetitive environments and enemy types, it doesn't fully live up to its heroic potential.

Game Revolution (Aug 18, 2017)
While I do feel like Agents of Mayhem has a bit of a generic streak, I don’t believe it’s a bad game. The controls are smooth, the graphics are decent, and it’s fun to play at least in the short-term. But, I just can’t shake the feeling though that it’s all a shell waiting for an actual narrative to be injected. Like the characters, the open-world, and the plot are just stand-ins waiting to have Saints Row 5 pasted onto them. As it stands, if you like third-person action games there’s plenty of worse ways to spend your time. However, 2017 has already seen some magnificent game releases, and we’re going to see even more throughout the rest of the year. Compared to them Agents of Mayhem is just an also-ran.

But despite these technical flaws, I still had a really fun time messing around with the agents. Enjoying Agents of Mayhem is sort of like watching a cartoon you used to love without the rose-colored glasses of nostalgia or the naivete of youth. You'll get more of a kick laughing at it, rather than with, but there's a smile on your face either way.

This action game is great in concept, but overall it stumbles in execution. While the action is fun and frantic, and experimenting with new superhero abilities and weapons is gratifying, the missions themselves grow repetitive after a while (unlike Saints Row or the similar Grand Theft Auto series, both of which offer more variety). The game is also buggy, including instances of waypoints disappearing, not being able to swap agents during a fight, or getting a person or car stuck in an object. It's worth waiting a bit before picking up this game (if at all) to see if it gets patched, reduced in price, or both.

Shacknews (Aug 23, 2017)
There’s a lot of potential scattered around Agents of Mayhem but not enough of it is realized. The shooting and abilities are fun, the characters are interesting and could develop followings individually, but everything is hindered by a half-baked open world. No matter how fun the shooting is, the in-between moments are consistently a chore. If this was intended to spring a new series of games to life, the initial effort spits and sputters on the launch pad.

Despite fun combat and characters, Agents of Mayhem becomes repetitive and grinding. In trying to chase the popularity of Saints Row, it misses having an identity of its own.

GameSpot (Aug 15, 2017)
Personality can only take a broken and repetitive game so far. The attitude behind Agents of Mayhem has potential, at least if it's executed properly. But there's little to Agents of Mayhem beyond its foul-mouthed and bombastic attitude, which push the game into grating and obnoxious territory. Throw in the poor mission design and bugs, and you've got a game with loads of mayhem, but not much else.

Giant Bomb (Aug 22, 2017)
It may share a genre and universe with Saints Row, but Agents of Mayhem is a lifeless husk of Volition's prior work.
