Powerstar Golf is an arcade golf sports game with gameplay and a bright and quirky visual style similar to the PlayStation Hot Shots Golf series. The game offers five courses: City Park, Rocky Ridge, Burning Sands, Emperor's Garden and Coyote Cannon with eighteen holes each. The latter was not available with the initial release, but provided as a free update in May 2014. The game starts in City Park, which acts as the tutorial environment, with two characters: Reiko Kobayashi and Frank Weaver.

By going through the career mode the other courses, new events, items and additional characters can be unlocked. A character only becomes available after it has been defeated in a difficult nine-hole event. Each character has different statistics based on power, accuracy, strike, spin and putting, along with specific items that can be equipped. These are selected from an inventory with categories such as woods, irons, wedges, putters, balls, caddie perks and boosters. Caddies provide specific perks, such as the ability to preview the putt landing, to skip across water, or smaller bonuses such as more chance for drops or reduced wind effect. Using the social features it is possible to borrow a caddy from a friend. Each character has a special ability. Reiko can for instance use a tesla field to apply some magnetic pull to the hole, while Frank can shooter further with his rocket ability and Henry can split his ball into four balls and the one closest to the pin remains. These can only be used a few times during a single event. All types of actions and performances are rewarded with experience points used to level up through a system across all game modes. Credits are the in-game currency used to buy new gear, with tiers such as 'pro' and 'elite', and other bonuses in packs. Microtransactions with real money are also supported to purchase items and boosters.

While playing a club can be chosen, the environment can be viewed to decide on the shot and the wind direction is shown. After determining the direction a swing is performed with three button taps through a horizontal bar at the bottom. The first tap starts the meter, running to the left. The second tap then determines the power, with the most powerful one by tapping with the marker as closely to the left as possible. It then returns to the right towards an area with three sections (red, white and green) to determine the accuracy. Spin can be used to prevent the ball from rolling when it drops or the other way around to gain some terrain after landing.

The game's rival mode offers asynchronous multiplayer. Performances from other players or friends can be downloaded to compete. These performances are shown in full next to yours, so you can see the character, the clubs, equipped items, and the swing as if those people were playing along with you. In the free mode any unlocked part of a course can be played at one of three difficulty levels, without needing to go through them in the correct order. The game also supports local multiplayer. Next to the asynchronous multiplayer, the game's social features can be used to share shots and highlights. Your shots are compared against those of friends and the best performances worldwide.

After the game's initial release it was turned into a free-to-play game in May 2014. Similar to the system used in Killer Instinct, it includes a series of free events based on all five courses (including a training event) and one character. The other content is purchased as course packs and game packs. This version contains the regular credits and experience, as well as the ability to collect or unlock gear and boosters.
