The Video Game Critic (Mar 09, 2001)
Navigating the streets is a piece of cake once you get used to the controls. As with all FMV games, your commander is a big jerk who goes nuts every time you screw up ("You couldn't drive a nail!"). The second and third stages feature a mountain fortress and an island paradise full of babes. Now THAT's incentive!
GamePro (US) (Jul, 1995)
Surgical Strike is a slick ride with acceptable challenge and a vicious body count. But, if you couldn't drive a nail - let alone a hovercraft - stay out of Strike's surgery.
Mean Machines (Sep, 1995)
The best of the 'interactive' Mega-CD range to date, but nothing really to write home about.
Game Players (Jul, 1995)
There are some weak points when it comes to control, relying on the 'OK, you can turn now' policy of direction. There is no control whatsoever when it comes to speed, but overall Surgical Strike is a nice surprise in a somewhat disappointing genre.
Of all the full-motion games out there, this one is definitely packs the most excitement. The explosions, missile attacks and sniper attacks are non-stop. The scene cuts and full-motion video are done perfectly, but more impressive is the fact that everything is full-screen video. However, it takes a long time to get used to the fast pace of the game and you will find yourself running out of ammo at the most inopportune times. It's not bad, but not the best either.
Mega Fun (Sep, 1995)

By far, the worst part of Surgical Strike is the quick camera cuts when you fire your missiles EVERY TIME YOU FIRE YOUR MISSILES. Aren't they ever tired? Frankly, the maddening pace of the camera whooshes and cuts is sickening after a while on an almost Virtual Boy-ish vain. Overall, I just don't like Surgical Strike. It looks like it's BA, it acts like it's BA, but it's the same old tired, TruVideo-game-meets-some-sort-of-Lethal Enforcers-in-the-future trash in the end. I'd pick it up only for collection purposes, and this game is not one of the Sega CD bright spots. Unless you set it ablaze with a few missiles.
If you're into FMV boredom, then run, don't walk, down to your local video game retailer. But you probably aren't into that and in that case you know what to do.
Retro Game Reviews (Mar 05, 2016)
Surgical Strike's presentation can't be faulted but as a whole it's a classic case of style over substance. There's just not much in the way of gameplay and the little that is here is boring with tiresome action and a stingy weapon system that takes away any fun you might have.
