Most disturbing about Revolutions is the number of sloppy errors, especially the lack of text explaining the results of events and choices. Players deserve to know what effect choosing Bureaucracy over Nepotism has, for example, yet they don’t. Combined with the difficulty of dealing with pacifist parties as a democracy, or trying to get military hardware in a laissez-faire economy, there are still some issues for the developers to iron out. In many ways, Revolutions is nothing more than a very elaborate patch for Victoria. It’s absolutely worth the $10 for Victoria owners. As for regular gamers, if you’ve ever felt any desire to play a more complex and realistic version of Civilization, to wonder if you could unite Germany as Prussia, or beat the Yankees as the Confederates, Victoria is definitely worth trying now. It’s cheaper and the patches plus this expansion have made it a great value. Just be warned, there is a lot to learn in a short time.

All in all, though this is a useful addition to Victoria, there isn't enough of an upgrade to warrant the cost. Revolutions is more of a large patch than anything else, and should have been released as such.

As a cheap online-purchase-only expansion to 2003's Victoria: An Empire Under the Sun, Revolutions does its job reasonably well. While it doesn't change or enhance enough of the core game to attract players turned off by the original's extreme attention to detail, convoluted interface, and design flaws, it contains so many subtle tweaks and improvements that it is a must-buy for fans. The only drawback is that this $10 expansion probably should have been offered as a free patch.
