Since it has only 30 tracks from the console versions and no career mode, I'd say it's a new game entry, but I'm not sure.

Not having the instruments of the console version likely changes things a lot too.

It has some specific hardware to play the instruments though, but I agree that it does change the game a lot. Imo this isn't just a port, but a different game...
