Construction Simulator is a job simulation set in a (freely navigable) town. The player takes the role of a construction worker who has to work on overall eleven construction projects, e.g. a garage or or a swimming pool. Those projects have to completed in a linear order and are divided into several building phases - the game is automatically saved when a phase is finished. When a building is completed, it becomes a physical object in the game world and can be visited later.

The different tasks (digging, transporting pallets, making a foundation with concrete, positioning walls and roofs, laying pipes or rolling surfaces) are done by using several vehicles. After entering one of the vehicles, there are two control modes available: one for driving and one for working. The latter is different depending on the vehicle type, e.g. the digger allows turn and move the two arms and the tilting bucket. Each vehicle also has a radio and the player can import .ogg music files into the game.

The three available camera perspectives are a camera positioned behind the vehicle, a cockpit perspective or a free camera which can be zoomed and moved by the player. The gravel pit allows to try out all vehicles without being bound to projects.
