Is this a mistake? This is just a normal 3D engine as far as I can see?

It uses a step-based system like Dungeon Master and the first couple wizardry games. I think there's a point to be made for flip screen since you have zero camera control.

I noticed similar games sometimes have it other times not, so in any case it needs to be consistent.

I don't think it applies here. The game uses a "smooth" 3D environment for the exploration gameplay, it is just the action phase that is played out using a fixed-screen, standing still.
