A Weskered development gives us the Wong game. Resident Evil: Operation Raccoon City is evil in the wrong sense.

Operation Raccoon City is the latest product of Capcom's experiment in working with western developers. Previous games like Bionic Commando, Dark Void and Dead Rising 2 are a mixed bag at best, but this is the poorest result yet, with a show-stopping franchise in the hands of a studio that's clearly not up to it. The brand on Operation Raccoon City guarantees it many sales - perhaps millions. And for every one of those buyers, the name Resident Evil will lose a little of its lustre.
IGN (Mar 20, 2012)
Given the huge amount of potential the developers of Resident Evil: Operation Raccoon City had to work with, it's disappointing how little of it was actually realized. On several occasions I was legitimately surprised by the mention of the name William Birkin or the familiar sound of picking up an herb, having long forgotten that this was supposed to be a Resident Evil game. The terrible AI, the lackluster locations and the complete lack of atmosphere or memorable characters destroy what could have been a brilliant offshoot. In the end, Operation Raccoon City is little more than a poor man's SOCOM, and a destitute man's Resident Evil.
GameSpot (May 23, 2012)
Yet all these guns and abilities are wasted in a game that never makes good on its potential, and what potential you glimpse is overshadowed by a careless porting job that makes you wonder why the teams responsible even bothered in the first place. Perhaps you crave a creepy and thoughtful journey through the darkest regions of the human psyche. Perhaps you crave tense, exciting action, either online or on your own. Either way, Raccoon City not only fails to satisfy--it leaves you feeling even emptier than when you started.
Out Of Eight (Jun 02, 2012)
Left 4 Dead this is not. Resident Evil: Operation Raccoon City fails in two main areas: AI and the interface. When the zombie AI is more convincing than the enemy soldier AI, whatever small amount of immersion you had is immediately lost. Resident Evil: Operation Raccoon City features some of the dumbest enemies I’ve encountered in quite a while; while this can be expected for mindless zombies, the intelligence of the enemy soldiers never even approaches the bar set by, say, Half-Life (which came out in 1998). The AI shortcomings effectively ruin the campaign, coupled with the linear level design and scripted enemy encounters that reduce replay value. On top of that, the campaign is outrageously short (two to three hours) for a $50 game. I like the idea of having to fight both hordes of zombies and armed enemy soldiers, but the executing is definitely lacking.

Polygon (Mar 19, 2012)
There's no rock. There's no hard place. Resident Evil: Operation Raccoon City isn't caught between anything — it's buried under countless poor decisions and technical problems. Even worse, one of the areas of Resident Evil's fiction ripest for exploration has been soured by a game that I can't recommend to anyone. An insult to Resident Evil fans, a failure at the most basic level for shooter fans, and a possible friendship-ender for those looking for a cooperative experience, Raccoon City is a disaster zone better left abandoned.
