On a hard difficulty level, with best helicopter. There are many things to do.

Calling fire trucks to attend to a fire helps, and is good when you are too busy to do it yourself.

Walking around the hangar after helicopter is destroyed. If you have no more helicopters and can't afford a new one, there is not much you can do.

Later cities become progressively more complex and difficult
