This game has D's Garage21 as part of its title (possibly) but there was also a "D's Garage21" who were credited for the FMV cutscenes in Shooter: Space Shot. That can not just be a coincidence. Was D's Garage21 some kind of indie competition/school?

...which says it was a TV show that centered around showing off digital media projects -- mostly independent ones submitted by their creators, but also some commercial products as well. This particular game is listed as one of the featured projects.
The logo on the cover basically says "As seen on D'sGarage21" -- shouldn't be part of the title. Should be just Tane o Maku Tori.
