World War Toon is a turn-based strategy game similar to the board game Risk. The playfield is the whole world which is divided into several zones, each occupied by one of the four opponents. In each round, the active player can either deploy the available reinforcements into zones or attack adjacent zones. After a attack, both opponents roll dices and the winner (draws count for the defender) gets to move into the territory. After ending the round (there is restriction for number of moves), the next war party can start their actions. This continues until one faction owns the world.

The difference to classic Risk are the three unit types: infantry, tanks or rocket launchers. Each has a big combat bonus against another type (infantry > rocket launcher, rocket launcher > tank and tank > infantry) which makes it important to choose the correct type when deploying reinforcements. Besides the normal mode (after starting a match, all participants choose one zone to occupy in turns) there is a quick play available during which the starting zones are already decided.
