I was about to submit credits for FIFA Soccer 06 when I noticed that there were a few "existing groups" that I didn't create and were uneditable. These groups only appeared on the group page, as the add page only contained the groups I created.
Is this caused by someone else who was already in the process of submitting credits? Or is it just the remnants of an old attempted submission and I should continue on with my own submission?

Both scenarios are possible. In this case it was the remnant of a rejected submission and the groups have been removed. Feel free to ask if this happens again. It is always possible someone is indeed working on a submission too.
