It is either Namco Bandai or Eighting, publisher is Namco Bandai.

Eighting has a credit for production (制作)--don't know if that usually maps to 'developer' or something else, since I've never dealt with Japanese credits.

Yeah, that's usually development. It's on their website, and they don't have any note attached to the game, so they probably did the full development. They put notes on games they didn't fully develop themselves, like Resident Evil CV HD
