I was trying to add a new game (Maxwell's Maniac) but after I put the release year (1992) the system does not let me go on because the year cannot be less than 1995.
The game is one of the Microsoft Entertainment Pack for Windows 3.1x.

you need to select Win 3.x and not Windows

But only if this was released on its own. The Wikipedia article makes it appear as if it was only released as part of an Entertainment Pack, of which we already list a few. If the particular Pack that game was in is missing, you should add that instead.

If you really like this game you can get it for FREE from the link below they say it is compatible with all Windows OS up to XP. I have found in the past that the older games need patches to facilitate the newer operating systems along with your graphics cards. Hope this helps :)
