Searching for this game brings up...
"Lotus: The Ultimate Challenge (a.k.a. Lotus II)"
Though it should say "a.k.a. Lotus III" - you can check the box-art for verification as it's clearly displayed there. "Lotus Turbo Challenge 2" was Lotus II.
