Because the original Tatsunoko vs. Capcom wasn't intended for overseas release, Tatsunoko characters weren't originally picked based on their international rights availability. Almost all the characters were able to be cleared for this sequel, except Hakushon Daimaoh; as a result, he was left out of this game in all regions.
