Hm. Can these be truly considered "compilations"? From a (very brief) look I took at the mag, each issue is nothing but a list of links to external websites.
At least one of the works featured within (Six at Murdock's from issue 1.2) isn't even interactive at all--it's just a normal short story in Microsoft Word format, except that it has five numbered endings.

It's presented as a magazine, the works are all submitted by their creators for consideration for curation there. Not all of them may pass our "game" bar, but they do all pass the editor's "interactive fiction" bar, which is occasionally, I agree, set low.
Obviously I believe it qualifies or I would not have submitted it. So none of the works included are debuts.
